About Dr. Quines

I launched California Waves Psychiatry in February 2026 because too many high-functioning adults with ADHD and anxiety were either over-medicated or not given the unhurried attention the work actually requires.

After more than eight years in outpatient psychiatry — including as a staff psychiatrist at Los Angeles County Department of Mental Health (2018–2026) and psychiatric training across major UCLA-affiliated sites (Olive View–UCLA Medical Center, West Los Angeles VA, UCLA Resnick Neuropsychiatric Hospital, and Sepulveda VA) — I built a practice focused on sustainable, long-term improvement rather than 15-minute med checks.

Treatment centers on non-stimulant medication when clinically appropriate, paired with brief CBT-informed coaching for focus, emotional regulation, and executive function. 100% cash-pay. Superbills for out-of-network reimbursement. California adults, statewide, by secure video.

How we handle your information

California Waves Psychiatry, A Professional Corporation (“we”, “us”, “our”) protects privacy when you use this website, book services, or communicate with us. We comply with HIPAA, the California Confidentiality of Medical Information Act (CMIA), California Business & Professions Code § 2290.5 (telehealth), and other applicable law.

1. Information we collect

  • Personal identifiers — name, date of birth, email, phone, address (self-reported)
  • Health information — symptoms, medical history, medications, mental health history, screening scores (ASRS, GAD-7, PHQ-9, DAST-10), collected through the clinical portal — not this website
  • Payment information — processed via Stripe; we do not store full card data
  • Technical data — IP address, browser, device, pages visited

2. How we use and disclose information

PHI is used and disclosed only for treatment, payment, health care operations, as required by law, or with your written authorization. We do not sell PHI, use it for marketing, or share it except as permitted above. Disclosures are limited to the minimum necessary.

3. How we protect it

  • Encrypted in transit (TLS 1.3) and at rest (AES-256)
  • Access restricted to authorized personnel (sole practitioner)
  • HIPAA-compliant platforms only (SimplePractice, Spruce Health — BAAs in place)
  • No local storage of PHI on computers or devices
  • Breach notification per HIPAA

4. Your rights

You may access, inspect, and copy your PHI; request amendment; request restrictions; receive confidential communications; receive an accounting of disclosures; revoke authorization; and file a complaint with HHS or the California Attorney General. To exercise a right, use the SimplePractice portal.

5. Third-party platforms

Booking and portal: SimplePractice (privacy policy). Messaging: Spruce Health (privacy policy). Their policies govern their platforms. This website does not collect clinical intake or payment card data.

We may update this policy. Changes are posted here with a new effective date. Continued use constitutes acceptance.
